Рассмотрено понятие институционального механизма стимулирования хозяйствующих субъектов инновационной деятельности. Уточнены структурные особенности данного механизма. Исследована возможность применимости методов и инструментов в зависимости от экономических, социальных, политических условий. Выявлены противоречия (между интересами федеральных и региональных властей, региональных и муниципальных органов власти, государственных органов в целом и предприятиями по поводу методов и инструментов стимулирования инновационной деятельности, между возможной совместимостью применения различных методов (инструментов) и специфическими региональными условиями, противоречие возникает между наличием потенциальных новаций и отсутствием (или неразвитостью) инфраструктуры и институциональных рамок их осуществления) исследуемой системы и возможности их разрешения посредством совокупности стимулов и ограничений. По данным анализа инновационной активности субъектов страны определена их неравномерность в соответствии с данным показателем, что свидетельствует о целесообразности дифференциации мер. Разрешение противоречий инновационной разобщенности возможно лишь при адекватной оценке соответствия территории определенному уровню инновационной активности (высокий, средний, низкий и т.д.) и учета самобытных условий субъекта Федерации.

Considers the concept of institutional mechanism of incentives for economic entities of innovation activity. Clarified the structural features of this mechanism. Also explored the applicability of methods and tools depending on the economic, social, political conditions. Reveal the contradictions (between the interests of Federal and regional authorities, regional and municipal authorities, public bodies and enterprises regarding the methods and tools of stimulation of innovation activity between the possible compatibility issues when using various methods (tools) and specific regional conditions, the contradiction arises between the existence of potential innovations, and the absence or underdevelopment of the infrastructure and institutional framework for their implementation) of the system and the possibilities of their resolution by the means of incentives and constraints. According to the analysis of innovative activity of the country defined its unevenness in accordance with this indicator, which indicates the feasibility of differentiation measures. The resolution of conflicts innovation disunity is possible only when adequate assessment of the conformity of the territory of a certain level of innovative activity (high, medium, low, etc.) and accounting original conditions of the subject of Federation.
