В статье рассмотрен уровень безопасности дорожного движения в городе Ханое, проведен анализ дорожно-транспортных происшествий Ханоя за 2008-2012 годы. По количественному анализу: количество ДТП уменьшается, но степень тяжести последствий ДТП увеличивается. В данной работе выявлены основные причины возникновения ДТП: низкая дисциплина участников дорожного движения, состояние улиц и дорог, потребность в перевозке грузов и пассажиров, рост транспортных средств и их состояние, уровень организации дорожного движения. Показанные в предыдущей части проблемы организации и безопасности дорожного движения в городе Ханое требуют системного решения. Мероприятия могут быть направлены на повышение пропускной способности дорог, регулирование интенсивности движения на дорожной сети, а также регламентирование режимов движения автомобилей и повышение эксплуатационного состояния дорог на участках с низким уровнем загрузки дорог движением.

The article shows the study of the danger-level of road transport in Hanoi, analyses the road traffic accidents in Hanoi city between 2008 and 2012. The study shows that while the number of accidents decrease, the degree of severity of accidents is on the increase. This research work highlights the causes of the road traffic accidents: low level of discipline on the part of the subjects of road transport, the condition of the streets and roads, the demand for the transport of heavy loads and people, increase in the number of means of transportation, the condition of these means of transportation as well as the level of organisation of road transport. The previous part of this work explains how the challenge of organised road transport in Hanoi requires a systematic approach. Measures that can be taken include increasing the minimum requirements for the condition of the roads, regulating road traffic on the road network, working out a time-regime system for the movement of vehicles and increasing the intensity of use of roads in areas with low traffic.
