Статья посвящена актуальным вопросам развития системы образовательных услуг для лиц с ограниченными возможностями и повышения социально-экономической эффективности высшей школы. Используется дифференциация форм эффективности, рассматриваемых как эффективность экономическая, организационная, эффективность научной деятельности и т.д. В статье рассмотрены аспекты внедрения системы менеджмента знаний, основанные на обеспечении организационной эффективности. На основании анализа эффективности определяются стратегии позиционирования и развития образовательных учреждений. Делаются выводы об эффективности формы консорциума вузов, или формирование образовательного мультикластера на основе учреждения высшего образования с интенсивным взаимодействием как с учреждениями среднего общего и среднего профессионального образования, применительно к лицам с ограниченными возможностями.

Article is devoted to topical issues of development of system of educational services for persons with limited opportunities and increases of social and economic efficiency of the higher school. Differentiation of the forms of efficiency considered as efficiency economic, organizational, efficiency of scientific activity, etc. is used. In article the aspects of introduction of system of management of knowledge based on ensuring organizational efficiency are considered. On the basis of the analysis of efficiency strategy of positioning and development of educational institutions are defined. Conclusions about efficiency of a form of consortium of higher education institutions, or formation of an educational multicluster on the basis of institution of higher education with intensive interaction as with establishments of secondary general and secondary professional education, in relation to the person with limited opportunities are drawn.
