В статье изложены основные результаты выполненного системного исследования кластерной проблематики, позволяющие констатировать наличие весомого потенциала использования принципов кластеризации как фундамента новой аграрной политики и эффективного инструмента государственного регулирования. Обосновано, что кластеризация в настоящем представляет собой мегатренд экономики XXI века, способный стать ее драйвером, основой обеспечения конкурентоспособности и гармоничного встраивания в модель шестого технологического уклада. Ключевыми составляющими, во многом определяющими успех кластерной политики, являются: наукоемкость, инновационность и креативность менеджмента всех уровней. Представлены принципиальные положения относительно контура «дорожной карты» формирования турбокластерной политики (на примере Тверского региона) и концептуальная модель формирования регионального агрокластера.

The article describes the main results of system research cluster problem-tics, allowing to ascertain the presence of significant potential use of the principles of clustering as the Foundation of a new agricultural policy and an effective tool of state regulation. It is proved that clustering in this is a megatrend of the economy of the 21st century, able to become her driver, the basis of competitiveness and successful integration into the model of the sixth technological structure. Key components largely determine the success of cluster policy are: research intensity, innovation and creativity management at all levels. Presents a principled position relative to the contour of a road map for the formation of a turbo cluster policy (on the example of the Tver region) and a conceptual model of the formation of regional agrarian cluster.
