Автор раскрывает институциональные основы построения финансового механизма в региональной инновационной системе, роль финансового стимулирования в управлении инновационной активностью через призму институциональной классификации механизма финансового стимулирования, включающей динамическую, технологическую, аналитическую, методическую и мобилизационную составляющие, каждая из которых играет важную роль в формировании информационной базы всей системы управления инновационной активностью, а также предлагает собственную трактовку системы управления инновационной активностью на основе финансового стимулирования на уровне региона, что позволяет автору прогнозировать институциональную траекторию финансового механизма стимулирования инновационной активности в России, которая во многом будет зависеть от того, какую направленность примет экономическое развитие – углубление процессов приватизации или же разработку все более изощренных и более эффективных моделей функционирования государственной собственности, усилению ее раздробленности на федеральный, региональные и муниципальный уровни, разграничению их прав и ответственности. Именно от решения этой дилеммы всецело будет зависеть эффективность функционирования инструментов финансового механизма стимулирования инновационной активности субъектов РИС.

The author reveals the institutional bases of the construction of financial mechanism in the regional innovation system, the role of financial stimulation in control of the innovation activity through the prism of the institutional classification of the mechanism of financial stimulation, which includes dynamic, technological, analytical, systematic and mobilization components, each of which plays important role in the formation of the information base of the entire system for control of innovation activity, and it also proposes its own treatment of control system of innovation activity on the basis of financial stimulation at the level of region, which makes possible for the author to forecast the institutional trajectory of the financial mechanism of the stimulation of innovation activity in Russia, which will in many respects depend on what directivity of signs economic development -deepening of the processes of privatization or development of ever more inventive and more effective models of the functioning of the government ownership, to strengthening its shattering to the federal, regional and municipal levels, to the differentiation of their rights and responsibility. Specifically, on the solution of this dilemma the effectiveness of the functioning of the tools of the financial mechanism of the stimulation of the innovation activity of subjects fig completely will depend.
