В процессе использования методов экономико-математического моделирования предложены результаты оценки расходов, связанных с оказанием государственных услуг по поддержке института интеллектуальной собственности, доступности объектов интеллектуальной собственности для их коммерческого использования. Доказано, что основные переменные, отражающие важнейшие инструменты государственного регулирования интеллектуальной собственности в сфере услуг в различной степени влияют на результирующие факторы, отражающие инновационную активность предприятий и организаций сферы услуг. Приводятся результаты оценки влияния инструментов государственного регулирования интеллектуальной собственности на инновационную активность предприятий сферы услуг, которые отличаются друг от друга в силу неразвитостью отдельных форм и видов института государственного регулирования интеллектуальной собственности в сфере услуг, недостаточной эффективности инструментов государственного регулирования в этой сфере, низким уровнем результативности принимаемых управленческих решений.

In the process of using the methods of economic and mathematical simulation the results of evaluating the flow rates, connected with the rendering of state services on the support of the institute of intellectual property, the accessibility of the objects of intellectual property for their commercial use, are proposed. It is proven that the basic variables, which reflect the most important tools of the government control of intellectual property in the sphere of services to different degree affect the resulting factors, which reflect the innovation activity of enterprises and organizations of the sphere of services. The results of the evaluation of the influence of the tools of the government control of intellectual property of the innovation activity of the enterprises of the sphere of the services, which are differed from each other in in terms of silunerazvitostyu of separate forms and forms of the institute of the government control of intellectual property in the sphere of services, insufficient effectiveness of the tools of government control in this sphere, by the low level of the result administrative of the solutions, are given.
